Proposed 89.3C3/89.7C1 Pharr

Taking a look at the filing window applications and came across two for Pharr -- one for a C3 on 89.3 FM; the other for a C1 on 89.7 FM. Both appear to be proposals by Spanish-language ministries.

Do these ministries have genius engineers able to squeeze a Class C allocation onto the McAllen/Reynosa area radio dial, or are these applications junk on arrival? The list of conflicts almost seems endless: 89.1 Ciudad Camargo TA, 89.5 Robstown TX, 89.5 Valle Hermoso TA, and 90.1 Reynosa TA.
 
The other interest here -- if both of these applications are junk, then Texas Public Radio would appear favorable to bring NPR to Starr County via their proposed 89.7 New Falcon -- returning NPR to the Rio Grande Valley... albeit, via an area of the Rio Grande Valley the old KMBH/KHID stations never served.
 
RecNet currently has both applications marked as technically valid, with Iglesia Poder De Dios on 89.7 being the potential winner.

The Iglesia Poder De Dios application is also marked as missing an attachment, so there is some room for objection.

In what universe is XHRYS running 3kw? Their legal ID even boasts "cien mil watts de potencia"! IFT's coverage map website also suggests a heck of a lot more coverage than 3kw. Is the 3kw outdated information that IFT is providing the FCC? And does the FCC work off that and nothing more?
 
Hmm, you're right. That looks way off.

I believe that the US station proposal can interfere with the existing Mexican station, as long as the interference is fully contained in the US. It looks like they're directional away from the border (and XHRYS).

The FCC also has to get approval from Mexico to proceed with the grant.

The 307 map is not necessarily required but it does help better justify the population claim and show the stations involved. If someone was to object against an application, they should run their own 307 study to make sure that the applicant's numbers are correct. We are seeing some wild 307 claims out there (including those where the first and second NCE claims exceed the overall population of the proposed facility).
 
Update on this one -- appears that the proposal for 89.7C1 Pharr has dropped down to a C3 in an effort to get the 89.7A New Falcon granted as well. Looks like NPR is on the way to Starr and Zapata counties for the first time ever.
