When do you file a complaint about an application?

OK, so there are character issues that a full power fm station applicant failed to disclose in their construction permit application like arrests, court rulings against officers of the applicant etc. At what point in the FCC process should a competing applicant raise these issues? Once the FCC has declared the applications MX or after the 60 day period to reach an agreement ends?
 
Do they accept the application before or after they make a decision as to which of the two applicants gets the channel?
 
You must notify the FCC of the issue after the application is accepted but before a decision is made.

Unless there is prosecution for drug violations but they sign there aren't any, you're probably barking up the wrong tree.
 
tell that to the guy ( Roger Wahl )that is about to have his station license (WQZS) grabbed by the Feds for several convictions on criminal sexual act charges.... all felonies.

Yes the FCC is still fighting the war on drugs, even though there is no way to win it while states are decriminalizing or down right legalizing marijuana, but other crimes can get your licenses yanked.....
