Also noted a lot of Detroit stations into British Columbia as mentioned above. My best guess is a translator from Windsor, just across the River from Detroit.
 
Nope.
Cancom provided Detroit TV over the Anik satellite. I believe they went up to satellite around 1984. Cancom also distributed CITV (Edmonton) and CHAN/BCTV (Vancouver), along with CHCH (Hamilton).
 
You're close- CANCOM launched in 1981...there was also a fourth channel, TCTV, which carried TVA programs, mainly from CFTM Montreal with some programs from regional stations.
 
So did Fraser Lake's "cable" indeed only still have 2 channels in 1990 (making it a remnant of a true old-time CATV system), or were these actually translators for that town that were on 6 and 9?

BTW Fraser Lake's population was 988 as of 2016.
 
I assume KIRO, KOMO and KING were all brought into Prince George and other communities through long microwave links? Other communities only used Cancom satellite. Why did they use Detroit, may I ask? Perhaps the largest Eastern time market to a Canadian border crossing?
For satellite viewers, they were encrypted with Oak Orion and not available in the United States. Satellite viewers outside of major markets could use Primetime 24 and/or Denver stations when they were uplinked in the late 1980s. Some very isolated cable companies used Denver stations, particularly in Montana. KRMA was all over Montana before KUSM expanded to western Montana.
 
Not certain what the reasoning was for CANCOM choosing Detroit stations, but it was controversial in some areas when they replaced legacy US signals (here in the Maritimes, we had Bangor channels-mainly WVII and WLBZ, WABI was only carried on some larger systems;and in Manitoba and Saskatchewan, North Dakota channels (usually from Minot or Williston) were their option).

Except Montana locals have existed since the beginning of tv. Not sure under what circumstances SLC would be allowed. Though KSL seemed to have some sort of exemption that allowed them to penetrate markets like Idaho Falls and Pocatello in the 2010’s. Perhaps someone can explain this. Religious exemption?

Most of Montana consisted of short markets (i.e. fewer than three stations, with stations sharing more than one network) until fairly recently. Here is when the largest cities in Montana got their third station:
Billings - 1980
Butte - 1996
Great Falls - 1986
Missoula - 1990

This is a challenging thread, probably because the Canada US tv situation was complicated.

A bit of my personal history…I remember KVOS Bellingham, WA was once a CBS affiliated station. But they eventually became an indie and a station carried on Canadian cable. They provided US syndicated programming to Vancouver in the 90’s and early 2000’s, not sure of their status today.

In the mid 1990’s I watched Seattle tv news in Prince George, British Columbia (hundreds of miles north of Vancouver) on the way to Alaska. I also watched Detroit tv news in the same period in the remote Canadian town of Watson Lake. (as referenced earlier in thread). But how weird to turn on the tv in far Northern British Columbia and get Detroit local news! I thought I might have been imagining all this, but no it was true!
