A PD is not generally at work during all of a morning show.
When a show is starting, or a change in structure or formatics is being done, the PD might be there the same time the show staff arrives...
Some very good shows have staff that gets there 10 minutes before the show starts; they do prep the day before. Some do prep ahead of the show, some do the show spontaneously.
PDs don't produce their morning shows, unless they are part of the show, doing the PD job once the show is over. Scott Shannon was a good example of as morning show and PD combo guy from back in 1971 when he became PD of WMAK in Nashville.
When I was owner and PD earlier in my career, I let the OM take care of the morning shows on all 5 stations in my main market.
In other words, it depends on the station and the involvement of the PD in the morning show.
KSCA's morning show also starts that early, and it is also syndicated to a lot of Central time zone affiliates. The same is true of KLYY's morning show.
