In 1990 there were multiple "repeaters" of the San Juan stations which were full TV stations done as part of the 2, 4, 6, 7 and 11 networks.

The USVI stations did not significantly cover any part of Puerto Rico except some of the very northeastern coast from Fajardo to Humacao. I was a subscriber to cable in metro San Juan at the time.

I don't believe that any larger metro area cable system carried the USVI stations as they were all in English.

It's important to note that cable in PR and the USVI back in 1980 was limited to very small areas. First installed in San Juan was El Condado and Isla Verde, the tourist area which also has lots of "continentals" and wealthy people as well as tourists. After that, it was extended to very high income areas where there would be interest in English language channels and, later, cable channels from the US mainland... all of which were in English.

In the areas where I lived in metro San Juan, we never had the USVI channels. But we did get CNN and HBO and the like.
 
And according to the Virgin Island Daily News, ch 2 and 4 also had English soundtracks on FM in the USVI.
For some programs, particularly US syndicated and network shows. Local soaps, news, comedy, drama, etc. was not translated. Back in that time period, there were prime time soaps, in Spanish, on 2, 4, 7 and 11 in San Juan and on their repeaters in the Western zone.
