Question about WRCH and WTIC-FM

WRCH is currently billing #1 with a 10.9 share, whilst WTIC is #3 with a 9.2 share. If anyone's curious, WTIC-AM is doing well at a 5.3 share. So what begs the question?

Because those stations are always at the top book after book
Those are 6+ ratings, not billing (money) numbers.
