Why do translators change their frequency so often?

I have noticed that translators change their frequency and their call letters so much more often than full power stations. Why is that the case?

Translators are not guaranteed their allocation... in fact, it is not an allocation at all. They use unoccupied spots on the dial, but if a non-translator moves, increases power or the like and that causes the translator to overlap, the translator has to move or go silent.

Translators have their channel number within their call sign. So if a translator moves from 92.1 to 92.3, its call sign must change from W221xx to W222xx. That's not true for full power stations. If WQQQ moves frequency, it can keep its call sign.
