Burlington had some form of cable that early? How?

Also, I will assume that channel 22 and 33 Burlington weren't on the air yet.
 
WETK 33 went on the air in 1967. WVNY 22 went on the air the following year. So that's why they're missing from this listing. With the signal from the top of Mount Washington so strong, WMTW Poland Spring served as Burlington's and Montreal's ABC station until WVNY's arrival. Oddly, the Montreal TV Guide and TV Hebdo continued listing WMTW, even after its tower relocated from Mt. Washington to near Portland.

Why did all these stations appear in the Burlington Free Press in 1964? Because it is a state-wide paper. Southern Vermont gets its TV signals from Albany and Schenectady. The Montreal signals come in to Northern Vermont. And CJOH has its repeater in Cornwall, not far from the U.S. border, so that's why CJOH is listed too.

I don't think there was cable yet. But then why are most of the channel numbers wrong? WMTW is on 8, not 2. WRGB is on 6, not 4. Yet WCAX Burlington and WPTZ Plattsburgh are on their correct numbers. So are CBMT and WAST. Puzzling.

I would guess that the editors didn't realize that the transmitter had moved, and probably hadn't relied upon more recent ratings surveys. I'm assuming that moving the transmitter left a lot of OTA viewers in Southern Quebec without WMTW, and could possibly have caused cable operators there to drop the station, for lack of a good signal at their headends. As an aside, I have to wonder how prevalent viewership of US stations is in Quebec to begin with --- there are a fair number of people in Southern Quebec who have English as their mother tongue, as well as in parts of Montreal, but on the other hand, some types of programming (music presentations, sports, etc.) can be enjoyed even if one's grasp of the language is limited. And many people in Quebec know some English even if they don't regularly use it in daily life.
 
The info I posted was indicated as "Channel Dial Conversion" in the paper, which seems to indicate some type of cable system in Burlington at the time.

You're part right for southern Vermont. Today, Windham County (i.e. Brattleboro) is the northwest fringe of the Boston/Worcester DMA for TV viewing.
