I remember that XEW-TV Mexico City had a rebroadcaster on UHF in Tijuana. Its signal went over the border into San Diego, which is how I saw it when on vacation. It simply ran the entire XEW-TV line up with just a legal I.D. occasionally as a subtitle listing the call letters and city of license, Tijuana. I'm not sure if it played some Tijuana commercials or just ran whatever spots XEW-TV ran.

Really Cool that newspaper archive of Ensenada, Mexico included my local PBS station: KPBS San Diego at that time..Born in Tijuana, Mexico Since 1998...I never had any cable but watched KPBS in San Diego with excellent programming without commercials 365 days a year...except for membership pledge drives(March, June, August and December)...
