Philadelphia and 60dBU

Can someone explain this entire 60dBU thing?
I'm guessing that literally every Philadelphia station only have to provide city grade coverage and reach that 60 dBu ?
 
FCC "city grade" coverage for FM radio is 70 dBu. Any station licensed to Philadelphia must provide 70 dBu service to at least half of the corporate limits of Philadelphia.

60 dBu is the interference protected contour for Class A stations.
 
There is an official line where you are in the city of Philadelphia and get to vote for Mayor and other city offices, and people outside that line do not. Those are the corporate limits of Philadelphia.
