Name, that, antenna

Saw this little guy poking out of the neighbor's yard. It's about... 15, maybe 20ft into the air.
There are no HAM licenses listed at their address.

Any of the pros out there have a good guess? It'd go a long way of satisfying my curiosity and they neighbors haven't been home in ages so I haven't been able to ask directly.

They might want to restrain that coax a bit better... ;)
 
Hey, that was perfectly good electrical tape...thirteen years ago.
One good Arizona June will bring that type of restraint to failure.
