NOTE: Nearby communities (Blind River, Elliot Lake, Espanola, Iron Bridge, Thessalon, Wawa) did not get WGKI, WNMU or WEYI. TV Guide indicates WUHF (Fox/Rochester), WDIV (NBC/Detroit) and WTVS (PBS/Detroit) were carried in the former three communities and I assume the same was true in the latter three as well.
 
Notice WGTQ (licensed to Sault Michigan) was never carried in Sault Ontario (which makes WGTQ's carriage in the 90s in Sudbury and other parts of northeast Ontario even more remarkable than it already was). Conversely, CHBX (licensed to Sault Ontario) has never been carried in Sault Michigan AFAIK

WGTQ wasn't even carried in Sault, Michigan in the '80s! The MI side also got WJRT for its ABC programming. And you're correct that CKCY/CHBX has never been carried on the MI side. Probably due at least in part to the large amount of American programming always carried on CTV (although CKCO and Global were long available in Port Huron). If I'm not mistaken, the only local Sault ON station ever carried on the MI side was CJIC, which of course no longer exists. The MI Sault has also always had WNMU as its PBS affiliate in place of WCML.

Why did the Flint/Bay City network stations leapfrog over those from Cadillac and Traverse City (or Alpena for that matter)?

1. WGTU/WGTQ was a very weak ABC affiliate (no local news, a distant third, had to compete with WJRT, WLUK, and/or WZZM in the outlying parts of the market)
2. WTOM may have been too hard to pick up OTA at the headend as their tower was (and still is) in the Lower Peninsula on a short tower (WWUP and WGTQ are both on tall towers near Goetzville)
