I think Cumulus might not think there's enough daylight between KZPS and KVIL to allow a hard rock station to be viable. They also already have two heavily male skewing stations in the cluster in KTCK and WBAP.
Cumulus placed hard rock on 93.9 in Indianapolis, and after showing some good numbers in the first 18 months (given the signal limitations especially), the ratings these days are pretty crappy. Rock usually performs pretty well in that part of the country, too. That result and especially the disaster known as Rock 100.5 in Atlanta (a horrendously programmed station - I'm happy it's been put out of its misery) probably have Cumulus trigger shy when it comes to launching another Rock station.
