Yep. It’s been mentioned here before that it seems to be one station to cover the areas of both. I think it’s somewhere in the heights.

Correct. However, my understanding is that it is located downtown, and although it does cover the areas of the two individual translators, neither of the two are currently on-the-air. Therefore, the translator licensee is, as most translator licensees are, playing fast and loose with the law. Because neither of the two sites have been deleted, and the new site has yet to be filed. If it walks like a duck, quacks like a duck, and looks like a duck, it's usually a Houston translator out of compliance.

Houston - where pirate radio lives.
It depends on what your definition of "pirate radio" is. A pirate is a person or entity operating without proper authority, meaning a valid license granted by the Federal Communications Commission. These translators, unless operating with an expired or revoked license, are all properly-authorized. However, they aren't operating within the conditions of that authority (height, location, power). These translatiors, for the most part, are licensed but not compliant. Which means they aren't pirates.

I believe it’s somewhere in the heights just south of N 610 and west of 45. Also I’ve heard them legal ID as both translators and no other originating station (as there isn’t one). Couldn’t even make up a HD subchannel.

Hector Guevara/Centro Cristiano Don't care.
It just amazes me that even that far south, they can overpower them at 200'. Granted they are only licensed for 25w (ERP at that) but even to the south there is destructive interference. I really only get capture when I get to Bucees in Tx City, which is only a couple of miles from their stick.

Could KHEA petition the FCC for a frequency move? I come from the Part 90 LMR licensing world so I am not sure what the rules are for Part 74.

Wouldn’t it be easier for them to petition the FCC to look into the illegal translator that’s not even supposed to be heard down there?
It only takes a listener, within KHEA's protected contour, to lodge a complaint.

Actually, it takes a few complaints. One won't do anything.
It takes only one to get the ball rolling. Once we receive notification, from a listener, of any interference to a station, we'd be investigating rather quickly in search of from where the intrusive signal originates, and what other listeners may be affected. One complaint gets our attention, so yes, one does do something.

File it as an informal objection to the translator. Or in this case, both translators.

Surely they have to come down here at some point right? Like these illegal translators can't be illegal forever right??

These translators have been originating programming, running 3000 watts, and operating from the wrong site for years. Just like in other markets, pirate stations have been on the air for years
How do you know it’s 3000 watts? 99.5 used to be stronger until KVST mentioned interference
