Fox News Radio using recorded newscasts

It was my understanding the the MRA (Mechanical Reproduction Announcement..."Some of the programs you hear on WXYZ have been recorded to bring them to you at a more convenient time.") were no longer required. Part of the deregulation. No one has mentioned the newscasts that are downloaded from the internet for networks that don't have a live distribution system.

I believe those spots are sold by SkyView, not CBS. They are selling the audience numbers they get based on the stations carrying the newscasts. The below release says SkyView handles sales and distribution:
