Wilmington Delaware
Under normal weather conditions - Nothing. WAVD in Ocean Pines MD is a regular in SE Delaware and makes occasional trips up Delaware Bay to Wilmington. It is known as 'The Wave' and plays Classic Hits. WASH in Washington DC has been heard under hot and humid conditions in the early morning but WAVD is the most likely visitor.

Oakland, CA - Nada. It's caught between the San Francisco/Oakland share-time LPFMs on 96.9 and KLLC from San Francisco (transmitter on the southern tip of Marin County) on 97.3.
Looks like the closest stations on 97.1 to me are KULV in Ukiah - a station that EMF actually built from scratch - and KTSE in Patterson, which has a permit to move closer to Tracy but it's directional toward the east and on the other side of the Altamont Pass from the metropolitan Bay Area.

97.1 is Bonneville's WDRV, Chicago. "The Drive" Classic Rock that's been doing quite well in the ratings. Sifnal here is fair-good. Satellite simulcast on WWDV (96,9, Zion, IL) has a noticeably better signal at my location,
Fun fact: WDRV online was mu daughter's "go-to" during the 11 years she lived and worked in London. (Along with BBC radio 2).
She and her husband now live in Santa Monica, and "The Drive" and BBC-2 are still their go-to stations (online, of course).

Quick sidebar. The mention of Zion triggered a long forgotten memory of a trip that had me drive from Chicago to Kenosha in 2009. Outstandingly, I happened across an AM station that was programming, of all things, heavy metal! Blew my mind. Hadn't heard metal on AM since the demise of the old Z-Rock satellite service.
I was Chief Engineer there in late 90s and built out the current transmitter room at Cowboy Tower at Cedar Hill...fun times with Kramer and Twitch, Russ Martin, etc
The station is WPJX. and they're still heavy metal. My hat is off to them for still hanging in there with that format. Especially given that they have a rather awful signal, Not a lot you can do with 250 watts on 1500 with a highly directional lobe directly into Lake Michigan. They do, however, get to go non-directional at night....after they power down to TWO mighty watts. Fortunately, they also have an FM translator (92.5). Only 65 watts, but a relatively tall tower enables them to cover something approaching about half the county. They also stream.
The translator doesn't quite make it to my locaton, but I can hear it on daytime power/pattern. Very weak, but reliable.

I see from your profile that you're in Ottawa. I used to go there 2-3 times every year on buisness trips. Absolutely one of my favorite destinations. I miss staying downtown in the Byward Market at what's now the Marriott Courtyard. Walking distance to a bazillion excellent shops and restaurants. But....at the risk of dating myself...I have to say I miss my go-to AM radio station...CIWW as "oldies 1310". Still occasionally doable now as as all news at my location northwest of Chicago when conditions are right. I've also heard CFGO here a couple of times on 1200.
I remember about ten years ago, long before the translator came on, I would get either Atlanta, the KY station, or the Nashville station. And at the time, all three stations were classic rock. Most of the time we can ID non-tropo DX with just a song on a frequency, but with all three stations being classic rock, I had to literally wait for an ID every time.
A semi-local is the regular occupant here -- in the house. That's WBHT from 'Mountain Top' (essentially Wilkes-Barre). They've been a basically loud rock station of any 'let's-try-THIS next' description from as far back as I can recall. Positioners have included The Bear, the Mountain, a few other creatures plus house references such as The Pest, The Dummy Load, The Big Nothing, etc.
And due to the relatively scattered variations in terrain within 50 miles of here, it was not uncommon to be driving up the hill to the former house and getting the more appreciated W L A N - F M from downstate Lancaster on 96.9 instead.
And on one car drive East -- maybe at around Lehington on the linked map -- I drove under some quandary of wires and got WQHT 97.1, Hot 97, the only NYC FM I've ever heard out here. This region has many of the same frequencies as both the NYC and Balt/DC Class B stations share .... 105.1, 103.5, 102.7, 101.9, 97.1, and so forth.
