It appears as if Cesar stated he was born in the US (for ownership reasons) then changed it to Mexico later.Citizenship by birth is not required to own a radio station license in the USA. You can be a naturalized citizen, a dual citizen or even a foreign national with a waiver to own a station.
Also, a person born in Mexico of one or both American parents is a citizen by birth, too.
