K200AA Mod to move off of Channel 200?

K200AA (CSN Sat Caster) which is the only FCC licensed station on Channel 200 87.9fm has applied to modify the license and move to Channel 201 88.1fm with reduced coverage.


But they actually want Channel 200, The LMS System just doesn't allow it

"K200AA is currently operating on its authorized channel, 200. Construction Permit BPFT-20040211 was
granted on 2/18/2004 to allow a move to restricted channel 200. Applicant requests the Commission to
allow it to remain on channel 200 under the parameters of the instant minor modification application.
Channel 201 was selected in this application because error checking in the LMS electronic form does not
allow channel 200 to be selected.
Applicant desires channel 200 not 201"
 
How did LPTV Channel 6 (K06QX-D) ever get approved in 2015 when K200AA on 87.9 predated it by about 10 years? They're both serving the same area.
I suspect there was either a waiver involved, or perhaps the translator, as a secondary service, had to accept the interference. The LPTV and the translator were transmitting from the same site, so theoretically the ratio between desired signal and the interfering signal would stay the same everywhere, and the two wouldn't interfere with each other. That was with K200AA at 17 watts ERP. The application, although theoretically reducing the coverage area, takes them to 250 watts ERP from a site in town. That's likely to cause interference to the LPTV.
