Where would one find the PRA fee schedules for an LPFM, and how do I determine who past ASCAP & BMI I need to work with?

The music unions will cost around one thousand bucks a year for over the air. Streaming you pay by the listener and how long they listen. If a factory or an office listens to a stream all day they run up your fees. Our stream is for our listeners when they are on the go. I don't promote it much because we are already paying two grand.
