these shows were removed cause Paramount+ had streaming rights and the rights are similar to Syndication rights and while these are Paramount Global owned properties, just they leased their own shows to their streaming service under a syndication deal that had a contract for a x mount of time and said contract has expired and thus gone from the service. this is what happens to all the shows that get removed from one service to another, just like basic cable too for example Family Guy airing on Adult Swim & TBS only to have their deal end and moved their basic cable syndication of the show from WBD owned networks to Disney in house owned FXX.
If they own the content why do they have to license it back to themselves. The same with Friends on Max. They are paying themselves billions for the right to stream it.

Probably a combination of if the network/streamer was ever sold there would need to be a contract in place, different divisions of corporations track profitability internally (even if detailed results aren’t released externally) and residual payments might be linked to licensing fees.
