BIN on 101.1 FM. What does it mean?

I noticed today, while dialing around the FM band, that the translator on 101.1 FM has flipped from Air 1 to BIN. I see that as an interesting development. BIN is already on 99.1 FM and continues as of this posting. Could IHeart simulcast BIN on both 99.1 and 101.1 in Cleveland? Or could there be other plans for one or both frequencies?
 
Maybe 101.1 is used for testing to see how the frequency would sound.

I wonder if WHOT in Youngstown has any problems with the Cleveland signal.
 
In the past iHeartRadio and KLove have been rumored to occasionally sell or swap stations with each other. My best guesses are:

#1 iHeart has a better use for 99.1 than BIN. The translator still gives BIN commercial clearance / coverage in the market.

#2 Air 1 will soon get 99.1.

I'd bet it would surprise you that BIN stations are doing very well financially, primarily with elusive national ad revenue.
Listen to a BIN station and you'll hear spots from Sony, Toyota, GM, and other large brand names. No local spots, because BIN is purely a national ad play. In other words; having a BIN FM station versus some struggling music or talk format is easier and likely more profitable.

There's no down side to major manufacturers advertising on BIN. The audience may be small, but I'm sure the cost of the ads is small, too. Toyota's not going to enter Chapter 11 because it's spending big money to advertise on BIN. And there's an added benefit: By advertising on BIN, the corporations burnish their image in the Black community. Virtue signaling? No, just smart marketing.

BIN already has clearance in Cleveland, and has had it since the network launched. It just appears to be moving to 101.1 from its current 99.1.

And the 99.1 translator is one of two in Cleveland with good market coverage.
 
BIN (iHeart's Black Information Network) doesn't have a lot of listeners. But it has some. It is on one full power FM signal, in Norfolk-Virginia Beach. WNOH 105.3 is #23 in that market. A few other BIN stations on FM translators show up with a .1 or .2 in some markets.

I don't know of any AM-only BIN station that makes the ratings. Not even one that is powered at 50,000 watts in the daytime. The flagship station, WBIN 640 Atlanta, did not show in the recent ratings. And Audacy's Black Talk station in Atlanta, WAOK 1380, barely showed.

KXYZ in Houston. No translator, and steady at an 0.1.

None of that matters. They don't sell local-direct ads, so local ratings mean zero. It's a nationwide footprint targeting African American adults 18-54. There are a lot of national advertisers that want to reach that audience, so all the score-boarding via 6+ ratings has no relevance to BIN's model.

What happens with 99.1 now? The 99.1 translator is much stronger than 101.1 FM. 101.1 is based in Beachwood and covers a small area of the east side. I barely get 101.1 near downtown.
