USA AM - 10k/9k spacing

Looking through the FEMA/EAS list I noticed that an AM station:


broadcasts on 801kHz.

Seems like this could be a problem for digital AM tuners - why not include this USA territory in the 10k spacing zone?

Because Guam is in ITU Region 3 (Asia/Oceana), which uses 9 kHz spacing, with all frequencies divisible by 9. This is also true for Region 1 (Europe/Africa/Middle East). Only the Americas (Region 2) use 10 kHz spacing. It doesn't matter whether or not it's a US territory.
 
1 KHz doesn't cause any problems.
KGUM (silent since Mr Sorensen passed away) is on 567 KHz. That does cause an issues since many the cars on Guam have Region 2 radios.
He had unsuccessfully petitioned the FCC to allow the station to move to 570.

An AM on American Samoa was on 585 and petitioned to move to 630.. but that wouldve wreaked havoc with Radio Cook Islands

WVUV on American Samoa was on 648 before it got deleted when it launched a full power FM

Why not move to 540am, 720am or 900am?
