WWCR 1260 on Reduced Day Power?

Their signal is definitely not strong in the city, either yesterday or today. The places where it's full quieting, 1260 gets killed by faint power line noise.
 
On the am1260 website, the top item is this:

I remember back in 2006, work was being done to prepare for the launch of their HD Radio carrier, which involved replacing the transmission lines to each of the 5 towers. Where I'm at (northeastern null just outside the local contour), the signal was actually stronger at times as they likely went non-directional with a single tower at reduced power, probably at around 1kW, which was enough to put me inside of that local contour. I take it this is what they are doing again when they mentioned "a lower or higher signal than normal".
