WAPL? Coming In Strong In Tomah

It's a 100,000 watt station with a HAAT of almost 1200 feet. It's not uncommon to occasionally get a decent signal in parts of the state where it technically shouldn't come in. Elevation may play a slight role as well, since you are in a part of the state that sits up a bit higher than the Fox Valley region where the station is located.
 
Foggy or overcast weather can help too. When I lived up in Duluth I could occasionally get 104.5 WAXX and 95.5 WIFC.. Eau Claire and Wausau.

WAXX is a blowtorch. If I had an external antenna in Manistee, MI, WAXX would likely be a near-regular on 104.5 despite three other 104.5s being within 80 miles.

Speaking of Wausau, in my experience, 90.9 WHRM, 101.9 WDEZ, 106.5 WYTE, and 107.9 WBCV get out just as well as WIFC.

Locals preempted some of those FMs. The old 'FM Atlas' books by Bruce Elving in the early 1980s were well worn!
It wasn't far but the Ironwood 99.7 WIMI and 106.9 WUPM were also regular visitors into northern MN. Even got 93.3 WIZM from La Crosse occasionally. And when the CBC stations in Atikokan signed on those could fade in occasionally too.

Now the FM band is so plugged with translators etc.. not the same DX experience.
