Excellent.Confirmed, as someone whose hometown market was Oxnard/Ventura, and I not only listened to KUDU growing up, I worked there later when it was KBBQ.
Tri-Counties Public Service, who bought the station from the original owners (Voice of Ventura County, who were in bankruptcy at the time) in 1957 was headed by William Rea Jr.
Rea was an attorney who also invested in residential housing. He later was appointed to the Los Angeles Superior Court, and later to the U.S. District Court. (Both appointments were from Ronald Reagan ... the first, when he was Governor and the second, when he was President.) "Tri-Counties" was a reference to the 1590 signal covering all of Ventura County, the southernmost part of Santa Barbara County, and part of western Los Angeles County.

DavidEduardo (Gleason) has a wonderful repository of various radio and television trade publications (and other useful documents) at his World Radio History site. Included in his vast collection are the Broadcasting Yearbooks from the entire run. And they are searchable!
Let me show you what I mean:

Search for "KUDU" in the 60s, and the very first entry is page 191 of the 1969 edition, and right near the top of that page is the listing for KUDU, identifying the ownership.
