105.3 FM Translator at full power

I noticed today that the WCCD/1000 translator at 105.3 FM is at full power. The signal should now be heard well in Cleveland and through most of Cuyahoga County. The station operates an Urban Gospel format, similar to Praise 94.5 FM.
 
For some reason, this translator goes off air after sunset. Hopefully, that will be fixed in the future. I was thinking that smooth jazz or classic R&B would be a good format for the evenings, if they don't want to go 24/7 Gospel.
 
There's a translator somewhere around I-271 in Mayfield that I assume is running at it's full 250 watts but I have been able to pick it up all the way down in Southeastern Medina county fairly regularly. It just seems strange that it would be coming in from almost 50 miles away.

Does the translator in fact go "off the air" or do they just leave a silent carrier up.

Because that is what they're doing with the AM signal, which they correctly SHOULD be powering the transmitter down. Zero carrier, not silent carrier.

At night WCCD interferes with normal reception of WMVP Chicago.

Good point. So, the AM interferes, but not the FM. Are they allowed to program the FM translator after hours with different programming or no? In other words, since the AM is daytime only, does the FM translator also have to be daytime-only?

The translator can continue staying on the air and playing music after sundown when the parent AM signs off. It doesn't have to sit there silent.
