mofocat2- I suggest reaching out to the station directly. They may not be aware of this, and you might consider informing them privately. Or they may be aware and have a personal problem, or a financial or logistics problem that prevents them from resolving this immediately. If you are local listener and have an interest in the station, maybe you could help them out.

I fully understand the rules, but.... might consider having some compassion, and not calling them out here. Stuff happens, and most people do the best they can to be compliant.

Their website hasn't been updated since 2011. Their coverage area claim is wildly exaggerated. Directional to the South of Fresno. Daytime their 10000 watt signal is good for, maybe to Visalia- the website claims Bakersfield. No telling where that 10kw is going after dark.
 
What do you mean by “Is that talker Hebrew”?
The talker @mofocat2 is referring to is Moréh Manuel Salvador. (Moreh—stress on the last syllable—is the Hebrew word for “teacher.”) This guy talks in Spanish with some Hebrew interspersed. I looked KIRV and it carries Radio Vida Abundante. They also have a TV network, known as Tele Vida Abundante. I get it in L.A. on KDOC-TV 56-8. That’s how I know who @mofocat2 is talking about.

The Hebrew language has certain letters that are pronounced gutterally. The "CH" sound (a khes [ ח ] or a khov [ כ ], for example) are not pronounced like "chess" or "achieve", but like "yecch" (as in, "that's vile") or "achtung" (the German word for "attention"). If the speaker is Mr. Salvador, as @Joey1986 thinks, and he speaks a mix of Spanish and Hebrew, then @mofocat2 's comment makes a bit more sense. Mixing Hebrew with Spanish creates some unusual linguistic combinations, since Spanish has gutteral sounds like the double-R, which is that "rolling-R" sound we hear Spanish speakers use so often. I know I'd be amused listening to someone trying to combine those particular two languages.
