How the H E double hockey sticks is an LPFM from Hanford supposedly running 100 watts at 10 feet feeding a translator 25 miles away?

The KNGS-LP FM antenna is supposedly in a retail area of Hanford, but i couldnt find it on google earth
 
102.3 is owned by Gary Cocola, Verne is no longer part of it. The station is off the air, and eventually is supposed to be translator for KXEX 1550, with a new transmitter near Cocola Broadcasting facility near Herdon and Palm with 100 watts. 100 feet

I dont see anything filed for an app to move the translator.. how do you know this?
