i seem to remember that 104.1 lost some coverage because of a screwup with multiple stations moving and changing power. It was chronicled here and there was something that Cox did not file and caused 104.1 to drop to lower power or height. Fuzzy memory.
Cox corporate had hired someone whose job was to improve facilities. He obtained a CP for 104.1 to move to the 107.9/96.7 tower in Tyrone. The move would have greatly diminished the 104.1 signal overall but put a much stronger signal over the city, where a lot of 104.1’s audience resides.
I don’t know the technicalities, but the move would allow 93.3 to throw more of its signal toward Atlanta, and they got a CP to do just that once 104.1 moved to its new site.
Meanwhile, (my understanding is that) Cox/Atlanta engineering was against the 104.1 move and started coming up with any possible excuse to delay it. After a period of time (3 years?), 93.3 went to the FCC and said it had waited the required time and should be allowed to increase its signal strength toward Atlanta.
The FCC agreed with 93.3 and directed 104.1 to decrease power from 100kw to 60kw (its former power). Cox wanted to keep 104.1 at 100 kw, which forced Cox to move to a new site. In the process, 104.1 lost 500-600 feet of height. But Cox/Atlanta engineering has done a great job of maximizing that signal. It comes in just fine until you get really east of town.
I could have some specifics wrong, but I think that’s generally what happened.
