Im looking to setup an all AI based station in the Inland Empire area east of Los Angeles, focused on the Filippino market. Because I wish to qualify as a real station and eventually get listed in iHeartRadio and other online streaming services for a broader audience, I believe the requirement is to have a real radio station with FCC call signs, and have real transmissions, allbeit low power.

Some English, some Tagalog, mostly if not all AI driven presentation (news, weather, sports), and music of course suitable for the Filippino market.

I welcome any advice, thoughts, warnings anyone wishes to throw at me, as this is all new to me.

You can get listed on streaming services (RadioGarden, Tunein, etc.) even with an online station. Even so, this doesn’t sound like a great idea.

Bucket full of money might be a really good start. Six-digits worth (a.k.a. $100,000) might be an ante to this game.

Not every stream on iHeart has an FCC license. I don’t know exactly what the policy is, but, at least in the past, pureplay streaming stations were allowed on the app. I've been told you have to have a certain type of insurance to get included on the app, but, again, I don’t have all the details. Not sure how responsive iHeart is, but it wouldn’t hurt to reach out and see what requirements are.

If there's an aircheck channel (Rewound Radio) on iHeart, we know pureplays can be there. How that happens I don't know
 
There are avenues to getting a pureplay internet station on the iHeart app. For example, subscribing to the higher end "Broadcast 4" package from Live365 ($499/mo for 10,000 TLH and up to 2 320K streams).
