The Content may contain some flashing lights sequences or patterns, which may affect users who are susceptible to photosensitive epilepsy or other photosensitivities. Similarly, certain forms of Content that enable greater brightness and color saturation may also affect such users

 
It’s for people with photosensitive epilepsy….so “wild” that they’d attempt to warn people about content that might affect them.
Ideally the warning should be on-screen, or at least mentioned in the program listing, rather than just a blanket CYA legal disclaimer in their TOS.

On-screen and/or verbal warnings about rapidly flashing images have been common in YouTube videos for years now -- as are warnings about sudden changes in audio volume.
