KSFO’s last book on 560 before the simulcast was a 1.8. Now, on the more powerful 810, they’re down to a 1.3.

Let's see how it does for a coupla' more books. a 1.8 and a 1.3 can be within the margin of error of a stations that averages around a 1.5 to 1.6.
 
Sure. At the very least, we can say that the signal upgrade has not resulted in an improvement.
I think that there must have been listener confusion by killing an historic set of calls, moving another set up the dial and not doing any kind of extensive promotion.

I recall one case where a station on FM move from a lower dial position Class A to a C further up the dial. They did a campaign on billboards saying "KZZZ is moving up in the world." There was a smaller crossed out former dial position and a big arrow aimed at the new one in larger characters. As I recall, it worked well as they added more MSA coverage but improved home country numbers as well.
