KEYB NO LICENSE BUT ON THE AIR?

So Monte Spearman is at it again, his 107.9 KEYB lost its license in May, now its back on the air at an illegal site, with absolutely no license??? Its DKEYB! Why does he think he’s entitled to do this?? The FCC I guess just allows anything today……

The FCC I guess just allows anything today……

More likely no one has reported it. The FCC field offices can't look where they aren't directed; there are far too many stations for them to routinely monitor everything.

Maybe the documentation online isn’t updated yet.

What documentation? The FCC cancelled the license on May 6.

Dear Licensee:

This letter is to inform you that the license of FM Station KEYB, Altus, Oklahoma (Station),

licensed to High Plains Radio Network LLC (Licensee) has expired pursuant to section 312(g) of the

Communications Act of 1934, as amended,

1 and is cancelled.

On February 5, 2025, we sent a letter to Licensee2 stating that our records showed that the Station

went silent on August 19, 2023.

3 Licensee was given 45 days from the date of the letter to provide

evidence that the Station returned to the air with authorized facilities at some time between August 19,

2023, and 12:01 a.m., August 20, 2024. The letter specified that, if Licensee failed to provide such

evidence within 45 days from the date of the letter, we would modify the Commission’s public and

internal databases to indicate that the broadcast license for the Station had expired, would cancel the

Station’s license, and would delete the Station’s call sign. To date, we have not received a response to

our letter.

Accordingly, the Commission's public and internal databases HAVE BEEN MODIFIED to

indicate that the broadcast license for the referenced station is EXPIRED, that the station's license is

CANCELLED as a matter of law, and that the station's call sign is DELETED.

Finally, we note that it is imperative to the safety of air navigation that any prescribed painting

and illumination of the station’s tower be maintained until the tower is dismantled. Accordingly, the

owner of the tower where the referenced station's transmitting antenna is located is required to maintain

the tower in the manner prescribed by our rules and the terms of the cancelled license.

Sometimes you can claw a deleted license back

True, but there is nothing in LMS that shows any kind of action on the licensee's part to do so, and in any event, the station would still have to remain silent until and if the Media Bureau reinstated it.

The word from the Spearman camp is that they believe they will get it back. How this happens, or what they are working on I don't know. There is also the issue of the bankruptcy proceedings and the transfer of the other licenses in that area to Blacksun Private Equity.

There have been stations that have been deleted before and ended up coming back. KIXR in Ponca City's license was deleted for over two years and ended up getting a reinstatement. KITX went through a problem with their license some time back and got it back. It does happen, and to my knowledge I don't remember hearing of those stations shutting down while they were waiting.

One thing to watch in all this is the application of KZBS in Granite to go to 107.9 as a C2 at almost the same location. If that is approved, I would guess that they do not plan on bringing KEYB back or giving them a reinstatement.
