Visiting my home town of Fargo this past week I was playing around with the car radio on the rental Malibu and this station kept popping up regardless of the day or time (so probably not tropo) and usually with a good signal when it would come in:

And reception was good enough to show the RDS. Music mix was good but modulation was very weak, like not even 50% on the peaks. FCCdata shows it as 1kw into a two bay antenna 5 meters below average terrain. I was amazed at how well it would come in, not just parked somewhere but it was actually listenable as I would drive around. That's 90 miles between Fargo and their transmit antenna.

Are they kicking out more than 1kw or is there just a lack of other stations on 89.9?

It’s likely a terrain thing. I remember getting some stations just 70 miles out while in Fargo a few years back.
