Simple, no owners in the market are willing to pay for them. They are able to sell advertising without them and can't justify the added expense.

Hey Huff, what you wrote above leaves me wondering how much longer it's going to be before only the major markets buy the Nielsen service? Given the state of the industry, do you suspect, as I do, that most medium and smaller market stations (sub-25? or sub-40?) are going to decide that it's an expense they can live without? Or that they can get by with a less pricey service than Nielsen?
 
Simply put, if you don't need ratings to sell spots, you're good. Some markets are very competitive and some not so much. Where ratings count in geting the bulk of local dollars, it will be bought. In the majors, you need the book because it's the one the agencies us to justify buys.
