Bingo! You hit the nail on the head. With rare exceptions, most are no longer hiring weekend and fill talent. They are making do with those already employed by the company. It's not 1996 anymore. It's not even 2011.You don't understand how the industry works today! There are not going to be part time gigs for these kind of shifts. iHeart owns those stations and their talent when possible is shared between stations and even other cities (as others have explained) that's how these talent folks make money these days tracking multiple stations. This has been the norm for years. If your a smart talent you get as many air shifts in various markets as you can to maximize your compensation.
