Kingman/Lake Havasu KNLB Upgrade C3 to C1 Dismissed

Dismissed 12/19/2025 via Public Notice for the following reasons: (1) Section 73.509 violation - 10.6 sq. km. overlap caused to the licensed facility(File No. 0000255682) of first-adjacent channel Class C2 Station KYLN(FM), Quartzsite, AZ (Facility ID No. 767962) on Channel 217C2; and (2) Section 73.316(b)(2)/73.510 violation. The proposed directional antenna pattern exceeds 2 db per 10 degrees. Specifically, the proposed radiation pattern varies by 2.32 dB per 10 degrees between the azimuths of 310 to 320 degrees.
These azimuths are in the direction of the licensed facility (File No. 0000261652) of first-adjacent channel Class C3 Station KODD(FM), Bullhead City, AZ (Facility ID No. 768265) on Channel 215C3. Furthermore, the directional antenna is needed to prevent prohibited overlap caused to KODD(FM).

Thank you for the research.

Interesting that 2.32 dB was the trigger point. I have seen 2.1 dB be acceptable but that extra 0.2 dB broke the camel's back.

Perhaps re-filing to only a C2 upgrade may solve things.
 
KNLB has re-filed for the upgrade:

"Applicant is requesting reconsideration of dismissed CP Mod application 0000281319. The
dismissed application was prepared using ComStudy FCC 30 sec terrain. This amendment was
prepared using V-Soft's Globe 30 sec terrain data.
The following items have been amended: HAAT, ERP, Antenna directional pattern
The following exhibits have been replaced:
Non-Interference Compliance
Community coverage
Environmental Protection"


 
I am quite curious as to why KNLB is interested in going up to a C1 to begin with. Are there major issues with reception in the area (or in places with translators like Parker) that warrant the desire to upgrade, or did a big donor throw money at them to improve the signal to convert the coyotes and scorpions in far flung reaches?

KAIH did the same thing last year and made NVPR’s 89.5 translator virtually unlistenable in much of the residential area of Laughlin…it’s a pretty tough go in Needles too…which is unfortunate as it’s the only NPR outlet in the tri-state area.

Unfortunately, with 90.9 signing on in Bullhead (but not being sold with the rest of the Ondas de Vida stations) I don’t think there is room for the translator to move or even acquire a new station.
