102.3 Pirate station in the Lehigh Valley?

I can’t find any information about this online anywhere or this frequency being registered to a translator… There is a very faint/staticky low audio, poorly modulated broadcast of a station calling itself oldies 102.3. I can pick it up on my portable HD radio in Easton. They are currently playing holiday music and broadcasting in stereo. I have not heard any legal IDs.

Just a voice that says oldies 102.3, queue's up the next song… sounds like an old man with his dentures falling out.
 
I think it was like 25 years ago I heard WSUS Franklin on 102.3 while visiting Mount Pocono. I thought that was too far away being over the mountains, but it was one of the strongest stations on the dial. Meanwhile, No Stations from Scranton were audiable, except for WKRZ on 107.9 and not on their main signal @ 98.5
 
It's been around for at least five years now. It even has a website. I'm in Bethlehem but tune into it whenever I pass through Easton. The audio volume is very low but it has a better mix of 60s/70s oldies you won't find on FM or even iHeart's WSAN 1470.

Wcbo oldies radio is an actual Part 15 legal low power radio station operating in the am band . Wcbo plays Oidies from the 50's60's and the 70's. And what would that do? The station isn't doing any harm operating.
It's not operating legally. This is like saying "the road is empty, so I can see what it feels like to go up to 120."
No one is trying to pick up WSUS in Easton. "But but it's illegal!" Why don't you call the cops on a group of teenagers smoking weed in the woods then? They're probably doing "more harm" than this hobbyist station.
Different situations, but if something is illegal, it should not be done.

But the original post refers to an illegal... or apparently illegal... FM.
 
Found this online..."Wcbo am is a legal part 15 low power am radio station. We have been broadcasting oldies and a variety of programs for over thirty years. Wcbo is a nonprofit station". Well if its been on the air for 30 years I doubt its a pirate station. The FCC would certainly been there before they finished playing the first hit song lol. The few pics of the little studio looked pretty decent with older equipment

Okay. But is WCBO the station being heard at 102.3 FM. If it is, then @davideduardo is correct: it's operating outside of the law. On the other hand, if WCBO is *only* operating on 1700 kHz as a Part15 station, it is operating legally and the question goes back to: Who is operating illegally on 102.3 FM in the area.
 
and if that is indeed a part 15 station on either 1700 am or 102.3... with a part 15 legal limit, it should not be able to cover/be heard between both communities across the free bridge or route 22. that span is more than 200 feet or so in length separating the river. This 102.3 was heard on an insignia portable HD radio on top of a 3rd floor building in Easton at the top of a hill near the county courthouse in a very low audio quality broadcast.
