Washington DC WINC-FM Legal ID

While listening to 105.5 FM in the Winchester area I hear the VO guy say "WINC, Berryville." However, WINC in Winchester is still on AM 1400. Is this allowed because the stations are licensed to different cities?

Not technically…it should be WINC-FM or WINC-AM

That being said, the top of the hour ID should be call sign immediately followed by city of license. There are stations that will do call sign, slogan, city of license. And they’ve done it for decades. Nobody has jumped on them for not fully following the rules!

technically there is no WINC-AM. there is only WINC and WINC-FM. no AM station has the AM suffix in their call letters.
Also, there are LEGAL things that can go between the call letters and the city of license. the slogan isn't one of them. Frequency, FM channel number (not the same thing as frequency), network affiliation, ownership. but not the slogan.
Legally, WINC-FM Berryville is a legal ID. WINC Berryville would not be, although there's nothing illegal about saying that. It just wouldn't qualify as a legal station identification. However, why would they? The COL is Berryville, but the market they are serving is Winchester.
If the actual legal ID was stated as WINC Berryville then that would not be a legal ID UNLESS the AM has changed call letters leaving WINC available for the FM, and the FM actually changed to it.
 
WINC is the call letters for the "sister" am station. The TOH is not correct on 105.5 as it does not reference "FM". It simply states WINC Berryville. Other than local ads the station is canned LRN AC 24/7 from what I can tell. When the funeral parlor people took over from Metro Radio, they had a midday jock. Every time I was in the area it was plagued with terrible technical issues. And I assume was quietly discontinued for the LRN programming. Such a shame what has happened to a regional powerhouse that was enjoyed by many for so long.
