Northern California Battle brewing over NCE KRXU Willows Tolling

Stonewall Alliance filed a Tolling request over an expiring CP for KRXU Willows (90.5). The group claimed poor weather, antenna placement and other factors have delayed their ability to build. Radio Bilingüe has filed a rebuttal to this Tolling request citing excessive RF exposure, quite adequate road conditions, pattern intrusion into Bilingüe's KWMS own highly directional antenna, etc.

These are good reads. Too bad the Bilingüe document has an erroneous 2028 date which hopefully won't be a fatal flaw. (The Bilingüe document has some cool site photos too.)

Key to the Tolling Petition is this weird request:
"The applicant hereby requests that a Construction Permit be granted with the condition that RF measurements or “worst case” radiation assessment via FCC FM Model to be presented as an attachment with the License to Cover paperwork prior to granting Program Test Authority. If the results of the measurements reveal that there are areas that would exceed the MPE requirements for controlled or uncontrolled areas, the applicant will take all necessary measures, including but not limited to fencing and/or signage, to fully comply with the RF exposure limits"

Normally, the EMF figures are included in any CP or CP modification document, not in the L2C.


My bet is on Bilingüe.

Stonewall recently asked me to help them build this, so I'm somewhat involved. There's a bit more to it, unfortunately. The site will have a total of four FM's - the two higher powered ones using full-wave-spaced antennas. It's not as simple as taking the antenna pattern from the manufacturer and extrapolating it. What currently exists is unknown, and although Stonewall has an antenna designed to minimize downward radiation, it's still not clear whether the cumulative RF will exceed limits.

What Stonewall claimed about site access is true. I'm going there tomorrow morning to meet with the landowner, and they were not happy with the folks who damaged the road after the recent heavy rains. While I agree with what has been said here regarding last-minute builds, I know it happens. Sometimes the donations come in when things get urgent, and that's what happened here. I'm hopeful that Stonewall prevails. Otherwise the frequency goes into oblivion until the next filing window. I'm in a place that should receive the signal if/when it gets built, and I'd like to hear what they have to offer.

It pains me to read these, knowing what Stonewall actually has set up. There's a very large structure owned by American Tower in between Radio Bilingue's tower and Stonewall's. It's way closer than the 30 meters they say will affect the antenna's radiation pattern, and it's in the main lobe of their antenna. It was there when they installed it. Does it realistically affect anything? Maybe if you went around and measured it. But the practical answer is no, because there's a huge amount of terrain blockage to the West, in the null of that pattern. All of the potential listeners in that area are 4-legged.

I realize all of these submissions need to be legal and they often don't recognize the practical aspects of building something like this. But like I said, it hurts to read this accusatory stuff.

The FCC decided as follows:

"Accordingly, we hereby waive the construction period set forth in the Station’s construction permit, and extend the expiration date of the Station’s construction permit to March 23, 2026. Should Stonewall require additional time, it must update its request with information to support the need for more time."
