Stonewall Alliance filed a Tolling request over an expiring CP for KRXU Willows (90.5). The group claimed poor weather, antenna placement and other factors have delayed their ability to build. Radio Bilingüe has filed a rebuttal to this Tolling request citing excessive RF exposure, quite adequate road conditions, pattern intrusion into Bilingüe's KWMS own highly directional antenna, etc.
These are good reads. Too bad the Bilingüe document has an erroneous 2028 date which hopefully won't be a fatal flaw. (The Bilingüe document has some cool site photos too.)

Key to the Tolling Petition is this weird request:
"The applicant hereby requests that a Construction Permit be granted with the condition that RF measurements or “worst case” radiation assessment via FCC FM Model to be presented as an attachment with the License to Cover paperwork prior to granting Program Test Authority. If the results of the measurements reveal that there are areas that would exceed the MPE requirements for controlled or uncontrolled areas, the applicant will take all necessary measures, including but not limited to fencing and/or signage, to fully comply with the RF exposure limits"
Normally, the EMF figures are included in any CP or CP modification document, not in the L2C.
My bet is on Bilingüe.
