That sounds like someone near you has a Part 15 microtransmitter, and they're sending out on 103.7 the audio from their TV via plugging into the headphone jack. A lot of folks who still do that can't tell when the input signal is too "hot" (loud) to properly modulate. It could be for no reason more complicated than their TV is in one part of the house but they have to be in a different room, but still want to listen to the station's Noon news or a favorite TV show via a table radio. Or perhaps there's a shut-in confined to bed, and this is a way the family can keep their mind occupied.
On the other hand, it could be another station intentionally doing the same to damage (i.e., screw with) the unwanted LPFM.
