  • K21FU-D 5.x Topock (Mohave County Board of Supervisors) requested and has been granted a license to cover a site elevation correction to its license. Technical specifications: Ch 21; TL 35° 2' 9" N, 114° 22' 17" W (Goldroad Crest); ERP 1.03 kW DA (188°) HP; HAAT 465 m / 1,525 ft.
  • KEGS-LD 30.x (24) Las Vegas NV (HC2 Station Group Inc.) requested and has been granted a license to cover its change in transmitter location. Technical specifications: Ch 24; TL 35° 6' 58" N, 115° 11' 12" W (Rio Hotel & Casino); ERP 15 kW HP 0.5° EBT; HAGL 133 m / 436 ft.
Programming Changes
  • KAZT-TV 7.x Prescott (KAZT LLC) has replaced Rewind TV on channel 7.5 with QVC. Rewind TV remains on channel 7.3. The change also appears on KAZT translators:

  • KDVD-LD 50.x (25) Phoenix (Globe LPTV LLC) has replaced OAN+ on channel 50.5 with a shopping channel.
  • K12XP-D 22.x Phoenix (HC2 Station Group Inc.) has the following lineup:

Transactions
  • Todd Parkin has requested, and the FCC has approved of, the transfer of his stations, including KYMA-DT 13.x Yuma (Rincon Broadcasting Yuma LLC), to Community News Media LLC. The transaction has not yet been consummated.
  • Ventana Television Inc. requested, and the FCC approved of, the transfer of its stations, including K35OU-D 21.x Tucson, to Major Market Holdings LLC, however, the parties canceled the transaction.
  • Scripps has requested that the FCC allow it to acquire the 23 television stations that were required to be divested to INYO when Scripps acquired Ion Television License LLC. At the time of the Ion acquisition, a rule was in effect that a company could not own more than one of the top four stations in a market. That rule has since been struck down in the case Zimmer Radio of Mid-Missouri, Inc. v. FCC (Zimmer Radio), and so a company is allowed to own up to two stations in a market, regardless of ranking. Fifteen of the 23 stations were required to be divested to INYO Broadcast Holdings due to the Top Four rule, while the other eight had to be divested due to the acquisition giving Scripps more than two stations in a market, which is still prohibited. The INYO divestiture gave Scripps the option to acquire the divested stations, and Scripps is exercising that option. Because ownership of three stations in a market is still prohibited, except on a case-by-case basis, and Scripps already owns two stations in the Phoenix market, KNXV-TV 15.x Phoenix and KASW 61.x (27) Phoenix, Scripps is seeking a waiver to allow it to also acquire KPPX-TV 51.x (31) Tolleson. The request is still pending before the FCC.
Construction Permits and Special Temporary Authorizations (STAs) Granted
  • K09AAH-D (K06QW-D) 6.x Phoenix (Sunshine TV LLC) requested and has been granted an Engineering STA to operate at lower power from a tower owned by American Towers instead of one owned by Gray Media Inc. The interference contour with the lower power signal would remain entirely within the United States and would not need Mexican concurrence. Grant of the STA would allow the station to begin broadcasts prior to June 5, 2026, which is one year after K06QW-D ceased operations from its old site. If the station does not resume broadcasts by June 5, its license would be canceled for failure to broadcast. Technical specifications: Ch 9; TL 33° 19' 57" N, 112° 3' 59" W (South Mtn.); ERP 0.7 kW DA (319°) HP 0.5° EBT; HAAT 490 m / 1,607 ft.
  • K11XV-D (K04SE-D) 4.x Phoenix (Sunshine TV LLC) requested and has been granted an Engineering STA to operate at lower power from a different tower than that specified in their major modification request, which would allow them to move to South Mountain. The interference contour of the major modification extends into Mexico, requiring concurrence from Mexican authorities, which has not yet been obtained; the interference contour with the lower power signal would remain entirely within the United States and would not need Mexican concurrence. Grant of the STA would allow the station to begin broadcasts prior to June 5, 2026, which is one year after K04SE-D ceased operations from its old site in Tonopah. If the station does not resume broadcasts by June 5, its license would be canceled for failure to broadcast. Technical specifications: Ch 11; TL 33° 19' 57" N, 112° 3' 59" W (South Mtn.); ERP 0.085 kW DA (319°) HP 0.5° EBT; HAAT 490 m / 1,607 ft.

  • Silicondust USA Inc. has modified its new LPTV station application on VHF channel 4 in Tucson, proposing to change the emission mask from "Simple" to "Full Service", with the intent of resolving its mutual exclusivity with a new application on VHF channel 3 from Wavelength Dynamics LLC. No other parameters are proposed to be changed. Technical specifications: Ch 4; TL 31° 54' 3" N, 110° 38' 14" (Santa Rita Foothills); ERP 3 kW CP; HAAT 205 m / 672 ft.
  • Good News Broadcasting Network Inc. has applied for a new LPTV station on UHF channel 28 in Kingman. Technical specifications: Ch 28; TL 35° 4' 53" N, 113° 54' 17" W (Hualapai Mtn.); ERP 13 kW HP DA (325°) 0.75° EBT; HAAT 1,080 m / 3,542 ft.
Expired, Expiring, Canceled and Dismissed
  • Wavelength Dynamics has withdrawn, and the FCC has dismissed, its application for a new LPTV station on VHF channel 2 in Benson.
  • The FCC has dismissed an application by Grigsby Way Broadcasting LLC for UHF channel 21 in Yuma. Although the application was for channel 21, the supporting TV Study was for channel 16.
  • VPlay Inc. has withdrawn, and the FCC has dismissed, its application for VHF channel 3 in Henderson NV.

What is with the nonstandard calls (K, two digits, three letters followed by "-D")?

They ran out of two-letter suffixes on some channels (not including the "-D" which means digital), so after "ZZ" is "AAA." I'd think that the FCC could drop the "-D," now that all analog TV is gone.

If I'm understanding correctly, they could use as many as six characters for call letters, just as they do in Mexico. It's just become convention to issue four-letter calls for TV and radio stations (not counting the suffixes), and five-character calls (X##XX) for TV translators, with X###XX for FM translators. Many Canadian TV stations have five-letter call signs.
 
3 digit numbers on low powered stations and translators has been around since at least 2018. Our low powered station KMNF was labeled originally as k13AAR-D when it had to move from RF 38 back in September 2018 (before Gray turned it into a regular station it was a translator)

Odds and Ends

For the curious who have noticed that channel 9 is approaching the end of the alphabet (K09ZX-D was assigned in Camp Verde) and have wondered how the FCC will assign call signs after reaching ZZ, the answer is 6-character base call signs. Channels 7 and 13 have already gone beyond ZZ, and K13AAD-D was assigned to a station in Kane County, Utah, in June. Utah has seen eight of the new call signs for channel 13, with one each in Alaska and Oregon. Utah also has the first three new call signs for channel 7.

I just saw a new call sign assignment for channel 13 as K13AEZ-D, meaning there have already been 130 such assignments just for channel 13.
 
The expanded call sign for translator/LPTV stations is not new. I first reported on it back in September 2018, in my August 2018 update:

There's a bug in LMS. It's going from K13AAZ-D to K13ABZ-D, K13ACZ-D, etc. The other day I manually reset the ACZ/ADZ/AEZ to ABA/ABB/ABC (ABZ went to an already-granted license, so I didn't want to upend that station). I will be manually fixing the others that go past AAZ until we can get the LMS bug fixed.

Yesterday K04SE-D and K06QW-D filed with the FCC that they resumed operations under STA at reduced power on Channels 11 and 9 from South Mountain. I live North of Sky Harbor Airport with a Rooftop Antenna and I'm not picking up anything on Channels 9 and 11 even though I'm in the light green area on the RabbitEars map. Is anyone able to pick them up? Are these stations actually on the air?

Edit: KJZZ FM website says work is being done on a neighboring broadcast tower. I seen this on KJZZ website on the weekdays the past few weeks, but not yesterday. Maybe the owners of K04SE-D and K06QW-D thought it was ready yesterday, but more work needed to be done at the tower today. Guess we will see I can pick up these stations later today.

The KAET tower is being rebuilt. That’s why KJZZ (and possibly other stations) are running on lower power.

Interesting. I didn't know KAET tower was being rebuilt. I assumed the KJZZ was operating at reduced power because of the work being done to set up K04SE-D and K06QW-D since the tower they will be on is in the same area. On the RabbitEars Tower map, KJZZ is on Tower 21, K04SE-D and K06QW-D are being added to Tower 48, KAET is on Tower 7.
