Anyone can apply for anything if they pay the filing fee. It means nothing. It's the equivalent of a spammer getting through here in that the filing will just be deleted in a few days or weeks.
They have been trying to get the 72-75 MHz band for FM radio through experimentals. Lets see what the FCC does on on their 200KF8E request.
The Japanese FM band is 76-90 MHz. It's also used in Brazil with the standard 88-108 FM band
Some Chinese-made FM radios tune all the way down to 64 MHz on FM, to cover the Soviet OIRT band as well.
