Is x-Ray fM a really cool channel....
throughout rip city ? It appears to have a vibe online and even looking to acquire

but of course, the online website is my only go to, and they will promote it as they should... as the hip station that isn't big time incorporated.

what's the likelihood they will secure 107.1 as their own stand alone FM ?

There is no FCC rule that allows translators to originate programing or be protected from full power stations and I don't see that changing anytime soon, if at all.

They could certainly acquire the translator (K296FT), which appears to be a typical FM translator of parent KXRY at 91.1, but yes, they would then need an originating full-power station -- even a HD subchannel of another FM -- to be able to program it.

I think Mr. "XRay App" knows little to nothing about the rules, unless he has something in mind as a replacement for KXRY as the originator.
 
If I read it correctly they are wanting to buy an existing FM Translator that is already rebroadcasting their NCE FM. Nothing said about originating programming.

Ah. I didn't perceive that from the muddled mess of the original post.

If it's a conversion from a leased translator arrangement to direct ownership, then all they need to do is meet the asking price of the translator owner.

But to answer the OP's question: NO.
