Glenn Hauser, on last week's World of Radio program, seems to think its a Cuban transmitter.
 
Definitely one of the Rebeldes. The het is really loud on the Key West SDR, including during the day. One more way to assure WAQI isn't heard in Cuba. The errant transmitter appears to be right on 711.
 
711 is a legitimate channel in most of the world.

They are way behind the times, as WAQI years ago dropped the strong anti-Castro focus as it became Miami oriented for the second generation and less Cuban focused for people who are now in their 70's and 80's or no longer with us.

And WAQI recently reduced power significantly and sends much, much less signal towards Cuba.

Cuba makes sense as the source of the het. Only realistic possibility on 711 is the Moroccan, often heard on the east coast. If the het's still there before sunrise in the US (way past sunrise in Morocco!), it almost has to be the Cuban.
 
The het was loud and clear at 11am EDT on the Key West SDR. Nothing weird about the tone, your receiver produces it when 2 stations on slightly different frequencies are being received at the same time.




Cuba makes sense as the source of the het. Only realistic possibility on 711 is the Moroccan, often heard on the east coast. If the het's still there before sunrise in the US (way past sunrise in Morocco!), it almost has to be the Cuban.
 
I heard the het for myself today on the Key West SDR at around 1pm EDT. Between the loud het and Rebelde and WAQI mixing, 710 was pretty much unlistenable.
 
Don't expect a "fix". The Cuban government won't see a reason to, and it could be intentional. If it is, look for them to de-tune one or more transmitters on 670, 1140 and 1180 by a kHz.

The station does not think that. The current programming is not like what it used to be when it was 24 hours a day of anti-Castro programming.

It's now a Miami based talk format, and with the much lower power, not a threat to the Cuban government.

Cuba has a whole bunch of stations on 710. One of them is off frequency. It is likely interfering with the other Cuban stations on 710, and they will figure this out after a while and fix it.

The Miami commercial stations long ago quit doing the anti-Castro-Cuba programming as the listeners today are not interested and Castro is dead.

The programming is for second generation Cubans and for the many Colombians, Venezuelans, Puerto Ricans and the like who could not ever be found listening to the old anti-Castro stuff.

I didn't think it was the Miami station. I assumed it is one of the Cuban stations slightly off frequency.

I meant that Univision's WAQI does not believe the interference is intentional. They believe it is a technical problem at one of the numerous 710 stations across Cuba.
 
There was a Cuban station on 1000 that was off frequency for quite some time, and that her was widely heard beating with WMVP and others.
