1 WTC Transmitter site

Is all of former NYC TV stations who where on the original WTC before the tower collapse on 9/11 move back to 1 WTC from Empire State Building (ESB)? Are there still NYC TV stations choose not to move back to 1 WTC and remaining at ESB? I know for radio stations (WKCR 89.9, WPAT-FM 93.1, WNYC-FM 93.9, and WKTU 103.5) choose to stay at their current site (ESB or 4 Times Square).
 
According to TV Technology:

The first broadcasters to use the antennas will be CBS, WNBC, Telemundo’s WNJU and PBS, according to John Lyons, director of broadcast communication for Durst.
 
ABC, Univision (WFUT/WXTV) and WPIX stayed at Empire. NBC/Telemundo (WNJU/WNBC), CBS (WCBS), Ion (WPXN), Fox (WNYW/WWOR) and WNET/WLIW went to WTC.

You can go to fccdata.org and plug in each set of call letters and the map will show you where they're located.
 
Did WJLP move to 1WTC from 4TS? Not sure if they have VHF-Lo facilities down there. Why would WJLP have chosen to use RF Channel 3 given that most VHF antennas are designed for Channels 7-13?

Again... you can plug any callsign in at fccdata.org and the map will show you. In this case, you'll see that WJLP is operating from 1WTC under STA (special temporary authority), though it's still licensed uptown at 4TS.

Why is WJLP on low-V? Because what was then Press Communications (now PMCM) saw a loophole in FCC rules that let it move a nearly worthless channel 3 facility from rural Nevada to the NYC market. There wasn't any hi-V or UHF spectrum available, but RF 3 was available, and it got WJLP must-carry on cable in the entire market. It was a canny bit of creative FCC maneuvering that probably created 50 or 60 million dollars of value out of nothing (and they did the same thing with another station that moved from Wyoming to Philadelphia.)

Technically the station, formerly KJWP, now WDPN, RF channel 2 (also Me TV) is licensed to Wilmington, DE, even though the transmitter is at the antenna farm in Philly. Delaware did not have a VHF station when WHYY moved to UHF. Funny, WHYY is licensed to Wilmington, DE and broadcasts from the antenna farm in Philly as well. PMCP ended up selling KJWP to Maranatha who owns WFMZ up in Allentown, PA. Basically WFMZ’s spectrum was sold in the spectrum auction. It now shares spectrum from WBPH up in the Allentown area, and the proceeds were used to buy KJWP. PMCM made some nice $$$ moving KJWP and then selling it.
