101.7 C3 San Francisco

I noticed a Petition For Rulemaking for a C3 in San Francisco at 101.7 was filed this past week. It was filed by Kaylee Lynn Stein of "VO1 International".
The petition on the face of it looks incomplete - normally a full frequency study must be included with a sample planned facility to demonstrate it is viable.

Kaylee is a nut. She is notorious for filing frivolous applications at the FCC, under a variety of aliases. This includes new station applications for non-allocated FM frequencies, and this is just more of her nonsense. There are probably a lot of people at the Media Bureau who wish they could have her committed.

Look for this to be dismissed almost as quickly as she filed it.
 
Two days ago she filed for Channel 4 in Fort Bragg and Channel 19 in San Francisco. The FCC dismissed both applications quickly.

The others are correct. That application will also be defective because you can’t have a Class C3 with a tower in California. California is Class B territory. A Class C3 would either be a B1 or a B2.

California, by the way, does have at least one Class C1 signal licensed to it. KODS 103.7 Carnelian Bay is by virtue of its tower being in Nevada. I'm not sure if there are any others.

There is no permit and there will be no permit, because the application is bogus.

True, you cannot have a Class C in the San Francisco area (or most of California, for that matter). But Class C's ARE allowed in far Northern California, north of Latitude 40.

A Class C2 is equal to a Class B. A C3 is equal to a B1. I've never heard of a B2! If it exists at all, it must only be on paper, as the equivalent of a C4, 12KW @ 100 meters HAAT, which also doesn't exist any other way.

Spacing, however, is different between a B and a C2. Two B stations have a minimum spacing difference of 150 miles, compared to 118 miles for two C2 stations. By comparison, two C1 stations have to be at least 152 miles apart. Although, it seems that broadcasters in California are taking advantage of the lower threshold for adjacent channel spacing.

On another note, the spacing between several stations in North Carolina (Zone II) is wild. WRFX and WMAG, two adjacent stations, are only 63 miles apart, compared to 107 miles between Mount Wilson (Los Angeles) and Mount Soledad (San Diego). Also, WHQC and WBBB are 138 miles apart. Arguably comparable situation to California (despite most of California being in Zone I-A), which has several grandfathered stations, plus stations like the ones in Mount Eshom.
 
Why are we still discussing a situation which is essentially moot due to the mental incompetence of the applicant?

For example, KESR is a Class C3 COL Shasta Lake City. KRRX Burney is a class C. As is KSHA Redding. KRDG Shingletown is a class C1. KHRD Redding is class C2. KHWD Weed is C2. Etc.

Basically, the Redding market looks more like a Pac NW small market than one in CA. As does Susanville.

Another Redding station, I worked there about 8 years ago, KWCA 101.1 is a C2 .. with 4900 Watts at 1476 feet
Takes only a 5Kw transmitter.. so wasnt hugely expensive to build, but the STL feed from downtown Redding was a problem.
No microwave channels left, no clear STL shot really.. no phone lins up there, no cell service.. so they co located with a wireless ISP when Flinn owned it and had a briclink on ATT at the studio on a private wireless link at the tower... only crashed once.. when winds were so strong they blew the reciving dish out of wack at the tower
