OK, I think I've figured out that it's not me, not my radio, and probably not my location.
I had occasion to drive into central, downtown Orlando last night. On the way, I consistently checked 101.9 FM for any scrolling text with artist/title/call letters - anything. But it never budged off of the PTY of "Top 40". All along the drive, 106.7 gave me title and artist - also starting with the "Top 40" PTY and then automatically switching to the title/artist - as it does on all stations doing RDS. I even tuned in a Tampa station while nearing Orlando and the audio was fading, but the title/artist were trying to be displayed. It actually got stuck on the word "IT" before I changed the station.
101.9 doesn't exhibit any of the normal behavior for plain-old RDS displays. It seems to be working fine on the HD side of things, but the RDS side is frozen.
There's definitely something wrong with the RDS system at 101.9, specifically the RT or Radio Text portion thereof.

Either someone from 101.9 read about my RDS experience here and tipped off someone at 101.9, or they read it themselves, because it's now been fixed. After a week or so out of town, I got back today and saw the scrolling artist/title text on 101.9. And I get it at my house too.
