Yes - the on-air signal is mono. As long as there's an HD3 (WINS re-broadcast), the HD2 will remain mono. This seems to be the case with most CBS Radio HD channel structure. (WCBS-HD2 "ToNY" was in stereo for a few months before it bit the dust to make way for CBS Sports Radio.)
KRock (WXRK-HD2) was mono on-air as long as WXRK-HD3 (WFAN re-broadcast) was present; once WFAN-FM fired up on 101.9, 92.3's HD3 understandably disappeared, opening the way for 92.3 HD2 to broadcast in stereo. Both online versions of KRock and Smooth Jazz 102.7 (formerly Fresh Christmas/LastFM-Discover/WNEW.com) have been available in stereo.
There are other multi-channel stations in NYC with stereo on their HD2 feeds: WNYC-HD2 + WFUV-HD2.
Multi-channel stations that used to have HD2s in stereo were: WVIP-HD2 (Music Of Your Life-?) + HD3 (Country); WQHT-HD2 (Throwbacks).
