Fall River has a long history of pirates.
I had to deal with one many years ago, I think unique.
While engineering at 6 we got complaints of white screen every day for about 1.5 hours at mid-afternoon and from a very wide area. We finally rented a couple of spectrum analyzers and went hunting. Sure enough, anywhere in the affected area at about 3pm the monitor in the truck would go to white and a spike would show up on the spec analyzer right on top of the visual carrier.
Using some fair size Yagi antennae we narrowed it to a hilly section of Fall River. To cobble everything up as we decided to change our arrangement one of the guys went into a Fall River electronics shop for a few parts. While there he told the owner what we were going and he told us exactly where to look - it was a regular customer of his.
As we neared the house we observed a neat COPPER Yag on the roof. Knocked on the door (with police with us). Yeah, the occupant, a middle-aged guy, was running a jammer. About 50-Watts worth. Why? He had a fued with a downstairs neighbor whose kids ran the TV way too loud during a children's show every afternoon. So he shut 'em down. Also shut down about 20-square miles! FCC stepped in and confiscated the rig but there was no action against him; he had nothing to pay a fine and a bunch of kids. We were down a tech so offered him a decent paying job. He refused. Never had an FCC license of any kind; was entirely self taught but couldn't afford to work! He had a minor disability, wife had left him and he had a flock of kids. The job would not have paid him enough to offset what he'd lose in rent subsidies, welfare and food stamps, given the number of kids.
He turned his interests over to CB and lived happily ever after....I used to talk with him now and then and slip him bits and pieces of cable and outdated equipment to keep him favourably disposed toward 6!
